The board can make decisions when more than half of the members or the equivalent number of deputies are present and cast their votes.Decisions are made with a general majority of the votes cast unless otherwise determined in this Act. If there is an equal number of votes for and against a proposal, the chairperson has a casting vote.The board meetings are led by the chairperson. If the chairperson is not present, the board will appoint a person to lead the meeting.
